Paying almost always ends it. Both councils and private operators generally treat payment as closing the case, so you lose the right to appeal. That’s exactly why we say: never pay while you still intend to appeal — appeal first, it’s free and it pauses enforcement.
Council PCN — after paying
Once you pay a council Penalty Charge Notice, the case is normally closed and there is no formal route to appeal. The realistic exceptions are narrow:
- You paid but the PCN was clearly issued in error (for example a duplicate, or the council later admits a fault). Write to the council explaining the mistake and asking for a refund — they have discretion to give one, but aren’t obliged to.
- You paid under a genuine mistake or duress. These are hard cases and worth advice from Citizens Advice.
There is no guaranteed right to a refund after paying — which is the whole point of appealing before you pay.
Private parking charge — after paying
With a private “parking charge notice”, paying is treated as settling the invoice, and the operator will consider the matter closed. Getting money back afterwards is difficult and depends entirely on the operator’s goodwill. Again: the free appeal (operator, then POPLA or the IAS) only works before you pay.
