Start with who issued it. In 9 of Scotland’s 32 council areas there is no such thing as a council parking ticket, so if you are in one of those areas the notice in your hand came from the police, from a private company, or from a neighbouring council. The name at the top of the notice settles it, and the three go to completely different places.
Which councils actually issue parking tickets
Parking enforcement was decriminalised council by council rather than all at once, and a third of Scotland never took it on. Those are mostly rural and island authorities where the sums did not work. 23 councils now run their own enforcement; 9 do not.
No council parking tickets are issued in: Aberdeenshire, Clackmannanshire, Comhairle nan Eilean Sar, Dumfries and Galloway, Moray, Orkney Islands Council, Scottish Borders, Shetland, West Lothian.
The list moves. North Ayrshire took its powers in 2023, and West Dunbartonshire took theirs in 2024, which is why neither has a full year of figures below. If you are in either area, enforcement is new enough that the signage and the traffic orders are worth checking carefully.
How many tickets each council issued
Transport Scotland collects this from the councils themselves. These are tickets issued in 2023/24, not appeals, and Scotland does not publish appeal outcomes at all, which is covered further down.

The pavement parking ban that almost nobody enforces
Scotland made pavement parking, double parking and parking across a dropped kerb national offences, which England outside London has never done. The enforcement figures are the surprise.
Put beside the 609,676 parking tickets issued in the same year, the three new contraventions together account for well under one ticket in every two hundred. Only 4 councils issued any pavement parking tickets at all:
- City of Edinburgh, 1,173
- Midlothian, 504
- Highland, 254
- Dundee City, 76
Everywhere else recorded a nought, including some of the largest ticket issuers in the country. If you have received one, it is worth knowing how unusual it is: ask the council to evidence the contravention properly rather than assuming the national ban answers the question by itself.
How to appeal a Scottish parking ticket
The route is not the one most UK sites describe, so check that whatever advice you are following is actually Scottish before you rely on it.
- Challenge the council first, in writing, as early as you can. Watch the discount deadline on the notice, because challenging does not always pause it.
- If they reject that, the council must serve a Notice to Owner before taking the matter further. Formal representations go back to the council at that point.
- If representations are rejected, the independent appeal goes to the First-tier Tribunal for Scotland, General Regulatory Chamber. Its decision is final. It is not POPLA and it is not the Traffic Penalty Tribunal.
Why there are no Scottish win rates on this site. London Tribunals and the Traffic Penalty Tribunal both publish how many appeals succeed, per authority, which is what our success rate pages are built from. Transport Scotland publishes tickets issued and what enforcement costs, and the Scottish tribunal does not publish outcomes by council. So there is no Scottish equivalent, and we would rather say so than estimate one.

Where parking was never decriminalised it stays a criminal matter and the police deal with it. That is not a PCN, it does not go to the parking tribunal, and the paperwork sets out its own route.
Supermarkets, retail parks, hospitals and station car parks are private land and the operator can charge whatever the council does or does not do. This is a claim for money rather than a penalty. Does every Scottish council issue parking tickets?

How many pavement parking tickets are actually issued in Scotland?
2,007 in 2023/24, across the whole country, against 609,676 parking tickets in total. Of the 21 councils that reported a breakdown, 17 issued none at all. The national ban is real, but enforcement of it is very thin, and the figures come from Transport Scotland rather than from any campaign group.
Which Scottish council issues the most parking tickets?
Glasgow City, with 184,957 in 2023/24. Glasgow City and City of Edinburgh together account for about 60% of every parking ticket issued in Scotland.
Is a parking ticket in Scotland cheaper than in England?
The levels are set separately from England and your notice states the amount and the deadline, which is what governs. What matters more for most people is the discount: paying early normally halves the charge, and challenging does not automatically pause that clock. Read the dates on the notice before you decide whether to challenge or pay.
