The letter after the number on your ticket
Codes are often written with a suffix — 05c rather than just 05. The letter narrows the allegation, and it tells you what the council actually says went wrong. These are the suffixes code 05 can carry:

What the council has to be able to show
An appeal is not an apology, it is a challenge to the council’s case. For code 05 that case rests on:
- When the paid session ended.
- That the observation did not begin until at least eleven minutes after that.
Where code 05 tickets go wrong
Under section 76 of the Deregulation Act 2015, a council cannot issue for an overstay in a parking place until more than ten minutes have passed. Observation must not start before minute eleven. Compare the expiry time with the time on the ticket — if the gap is ten minutes or less, that alone should cancel it.
One wrong character in the registration and the payment exists but does not attach to your car. Produce the app history or bank line showing the payment and the time.

The grace period is the single most effective argument against this code, and it is a legal requirement rather than a favour. Work out the gap in minutes before you write anything else.

I definitely paid, so why did I get a ticket?
Two things cause this more than any other. The first is a mistyped registration, which leaves a valid payment sitting against a car that is not yours. The second is a session that failed at the payment stage without you noticing. Both are fixed by producing the app history or the bank line, with the time on it.
What does contravention code 05 mean?
Parked after the expiry of paid for time. In plain terms: You paid, the session ran out, and the vehicle was still there. In a council car park the same facts are ticketed as code 82.
How much is a code 05 penalty?
Code 05 sits in the lower band, so it carries the cheaper of the two rates that council uses. Outside London that is commonly around £50; in London £110 in Band A or £90 in Band B. Half is normally taken off if you pay within 14 days, and your notice states the actual figures.
What is the difference between code 05 and code 82?
They describe the same behaviour in different places. Code 05 is used on-street; code 82 is the off-street version, issued in a council car park. The facts you would argue are the same, and only the location and the code on the notice change.
