The letter after the number on your ticket
Codes are often written with a suffix: 07c rather than just 07. The letter narrows the allegation, and it tells you what the council actually says went wrong. These are the suffixes code 07 can carry:

What the council has to be able to show
An appeal is not an apology, it is a challenge to the council’s case. For code 07 that case rests on:
- A maximum stay in the traffic order for that bay.
- Signage at the bay stating that maximum stay.
- Two or more payment sessions against your registration that run past it.
Where code 07 tickets go wrong
If the plate does not state a maximum stay, there is nothing to exceed. Photograph the nearest plate in both directions.
Where the restriction sets a no-return period and you observed it, the second session is a fresh stay rather than an extension.
Some machines cap a single payment below the maximum stay, so buying the full permitted time takes two goes. That is the machine’s design, not feeding.
A council that lets you top up remotely cannot then treat a top-up as feeding. Screenshot the screen that offered it.

- A photograph of the tariff plate showing the maximum stay, or showing that there is not one.
- Your full payment history for the day, both sessions.
- The app screen if it offered you the extension.

I paid for every minute I was there. How is that a contravention?
Because the restriction is not only about payment, it is about how long any one vehicle may hold the space. A maximum stay exists to turn the bay over. Paying twice keeps you there longer, which is the thing the order prohibits. So the useful question is not whether you paid, but whether a maximum stay was actually in force and properly signed.
What does contravention code 07 mean?

How much is a code 07 penalty?
Code 07 sits in the lower band, so it carries the cheaper of the two rates that council uses. Outside London that is commonly around £50; in London £110 in Band A or £90 in Band B. Half is normally taken off if you pay within 14 days, and your notice states the actual figures.
What is the difference between code 07 and code 84?
They describe the same behaviour in different places. Code 07 is used on-street; code 84 is the off-street version, issued in a council car park. The facts you would argue are the same, and only the location and the code on the notice change.
