Codes are often written with a suffix: 28n rather than just 28. The letter narrows the allegation, and it tells you what the council actually says went wrong. These are the suffixes code 28 can carry:

What the council has to be able to show
An appeal is not an apology, it is a challenge to the council’s case. For code 28 that case rests on:
- That the location is inside a designated special enforcement area.
- That the carriageway there is genuinely raised to meet the footway, cycle track or verge.
- That the vehicle stood on that raised part.
Where code 28 tickets go wrong
These powers only exist where the area has been designated. Ask them to identify the designation, because the code fails without it.
Raised treatments sink over time. If the level had gone, photograph it against the kerb line either side.
The transition is a slope. Photograph where the level section actually starts relative to your wheels.
Loading, or a Blue Badge in some circumstances, may be permitted. Check the terms rather than the label.
Codes 26, 27 and 28 all depend on the street being inside a designated special enforcement area. That designation is the first thing to ask about, and it is not universal.

What makes this different from codes 26 and 27?
All three only exist inside a designated special enforcement area, and they cover three different things. Code 26 is about being more than 50cm from the kerb, 27 is about a dropped kerb crossing point, and 28 is about a stretch of carriageway raised up to footway level. Ask which of the three they allege and whether the street is actually designated, because without the designation none of them work.

How much is a code 28 penalty?
Code 28 sits in the higher band, so it carries the more expensive of the two rates that council uses. Outside London that is commonly around £70; in London it is £160 in Band A or £140 in Band B. Half is normally taken off if you pay within 14 days, and your notice states the actual figures.
