The letter after the number on your ticket

Codes are often written with a suffix: 09p rather than just 09. The letter narrows the allegation, and it tells you what the council actually says went wrong. These are the suffixes code 09 can carry:

What the council has to be able to show

An appeal is not an apology, it is a challenge to the council’s case. For code 09 that case rests on:

Where code 09 tickets go wrong

Nothing said you could not

This restriction is meaningless unless it is signed. If the plate gives only the tariff and the hours, ask which sign conveyed the prohibition.

One of the tickets was old

A spent ticket left on the dashboard from a previous visit is not a second ticket for this stay. Point to the date on it.

The second ticket was for a new stay

If you returned after the no-return period, the later ticket covers a separate stay and both being visible proves nothing.

The tickets together stay within the maximum

Where two tickets add up to less than the permitted stay there is no overstay, and often no purpose to the prohibition.

Code 09 questions, answered

Two tickets were on the dash but one was from yesterday. Does that matter?

It matters a great deal, and it belongs in the first line of your challenge. The contravention is displaying multiple tickets for this stay. A ticket that expired the day before is litter on your dashboard, not a second payment. Photograph both with the dates legible and the point tends to answer itself.

What does contravention code 09 mean?

Parked displaying multiple pay & display tickets where prohibited. In plain terms: The close relative of code 07. Here the allegation is not that you stayed too long but that you displayed more than one ticket somewhere the order forbids it.

How much is a code 09 penalty?

Code 09 sits in the lower band, so it carries the cheaper of the two rates that council uses. Outside London that is commonly around £50; in London £110 in Band A or £90 in Band B. Half is normally taken off if you pay within 14 days, and your notice states the actual figures.

Your notice is definitive. This page explains the national code. Councils use extra codes and local suffixes, and the wording printed on your own notice always takes precedence. Check the deadline on the notice before you do anything else, because the discount usually runs out after 14 days.
