The letter after the number on your ticket
Codes are often written with a suffix: 09p rather than just 09. The letter narrows the allegation, and it tells you what the council actually says went wrong. These are the suffixes code 09 can carry:

What the council has to be able to show
An appeal is not an apology, it is a challenge to the council’s case. For code 09 that case rests on:
- A prohibition on multiple tickets in the traffic order.
- Signage that actually conveys it to a driver.
- A photograph showing more than one valid ticket displayed.
Where code 09 tickets go wrong
This restriction is meaningless unless it is signed. If the plate gives only the tariff and the hours, ask which sign conveyed the prohibition.
A spent ticket left on the dashboard from a previous visit is not a second ticket for this stay. Point to the date on it.
If you returned after the no-return period, the later ticket covers a separate stay and both being visible proves nothing.
Where two tickets add up to less than the permitted stay there is no overstay, and often no purpose to the prohibition.

How much is a code 09 penalty?
Code 09 sits in the lower band, so it carries the cheaper of the two rates that council uses. Outside London that is commonly around £50; in London £110 in Band A or £90 in Band B. Half is normally taken off if you pay within 14 days, and your notice states the actual figures.
