The letter after the number on your ticket
Codes are often written with a suffix — 12r rather than just 12. The letter narrows the allegation, and it tells you what the council actually says went wrong. These are the suffixes code 12 can carry:

On permit codes the letters w, x, y and z carry a separate, permit-specific meaning: wrong parking zone, incorrect registration, obscured or illegible permit, and out of date permit. Read yours before you write — answering the wrong allegation is the most common reason a good appeal fails.
What the council has to be able to show
An appeal is not an apology, it is a challenge to the council’s case. For code 12 that case rests on:
- Signs and bay markings identifying it as a permit place.
- That no valid permit, voucher or session covered the vehicle.
Where code 12 tickets go wrong
A 12 with x means they say the registration was wrong. With z, that the permit had expired. With w, that you were in the wrong zone. Answer the specific allegation, not a general one — that is the difference between a rejection and a cancellation.
Virtual permits fail to sync. If your account shows the permit live at that moment, screenshot the account page including the date.
Slipped, blown over, or obscured by a sun visor. The council will still expect a photograph of the permit and its valid dates.
If a permit existed but was invalid, the correct code is 19, which is a lower-band charge. Being ticketed at higher band for a lower-band contravention is worth raising.
