An appeal is not an apology, it is a challenge to the council’s case. For code 27 that case rests on:
- That the location is in a special enforcement area.
- That the kerb is genuinely lowered to meet the carriageway.
- That the vehicle was adjacent to it.
Where code 27 tickets go wrong
A shallow or worn kerb is not a dropped kerb. Photograph it side-on against the carriageway so the height shows.
Where the dropped kerb serves a private driveway, many councils will cancel where the householder confirms they were happy. Get it in writing with their address.
The vehicle has to be adjacent to the lowered section. If only a bumper overhung it, say so and show the photograph.

Not automatically. The contravention is about the lowered kerb itself, not about who owns the driveway behind it, and councils in special enforcement areas do ticket residents outside their own homes. Where a neighbour reported it, or where the kerb serves a driveway you had permission to block, written confirmation from the householder frequently gets the penalty cancelled.
