What the council has to be able to show

- A traffic order restricting both entering and waiting.
- Signage conveying the waiting restriction, not merely the entry restriction.
- An observation long enough to establish waiting rather than a momentary stop.
Where code 54 tickets go wrong
Continuous loading or unloading is not waiting. Set out what you moved, where to, and how long it reasonably took.
A momentary stop is not waiting, and the full footage shows the reason.
These are two different restrictions. If the plate only addresses entry, ask which sign conveyed the waiting prohibition.
Ask for the start and end times the officer or system recorded. Waiting has to be established, not assumed from one frame.

What is the difference between code 53 and code 54?
Code 53 is about entering the zone. Code 54 is about entering and then waiting there. The practical difference is duration: for a 54 the council has to establish that the vehicle stayed rather than passed through or made a momentary stop. So ask for the observation start and end times. If they cannot show a period of waiting, the allegation is really a 53 at best.
