I was stuck in traffic on the zigzags. Is that a contravention?

Being carried to a halt in a queue is not the same as choosing to stop, and it is a well-recognised argument. The still image the council sends cannot show it, which is exactly why you should ask for the full video. The clip before and after usually shows the stationary traffic ahead of you.
